Keeping Germany Down

The first Gen. Sec. of NATO, Lord Ishmay, said that the purpose of NATO was to keep the US in, Germany down, and Russia out.            30 years after the destruction of the USSR we can see he was right.    

I take a look back at the years before WW1 to see the parallels to today's provocations.   Hint:  it involves fossil fuels.
