• That our adversaries have not been asleep for the last 30 years and, through nuclear investments and modernization programs, now pose a real strategic risk to U.S. security.
• That recapitalization of the ICBM force can no longer be deferred without sacrificing performance and incurring additional costs.
• That we need the new capabilities that GBSD will provide to secure the nation’s global interests and defend the homeland.
