This talk addresses the interrelationship between Member States law and European Union (EU) law in the area of practical application of EU law through national administrative acts.
The application of EU law, via compliance and enforcement, is primarily the task of national administrative authorities and courts.
This analysis is based on the interplay between substantive and procedural obligations of national administrative authorities in the case when they have made decisions and find these administrative acts do not comply with EU law, for example, in the area of State aid.
This presentation proposes that the interactions between Member States law and EU law are understood from the perspective of constitutional pluralism.
