“If we’re talking about stigma, we’re talking potentially about, say for example, the chain of command. Somebody in the chain of command who is treating soldiers differently — or the perception that the chain of command is treating soldiers differently — because those soldiers who do not have EFMP are in some way preferred over those that do.”
