Dr. Rose suggests that new, trustworthy individuals need to be recruited and trained to rebuild relationships within the intelligence community, emphasizing the importance of having a diverse pool of talent to draw from, which will help address some of the critical challenges facing the community today.  Trust is a crucial factor in successful intelligence gathering. Trust between the government and its partners, as well as within the intelligence community itself, is essential for effective operations.
