Are We A Bike Friendly City?

An incident involving two cyclists having to pay a fine for parking illegally (because designated spots for bikes were not available to them) has brought up important questions about whether we should be heading toward a city that is more bike-friendly. We discuss this possibility, and what needs to be done to attain it.
