Fine Gael MEP Frances Fitzgerald says everyone will have to change their ways as part of efforts to tackle climate change.
The new climate law commits Ireland to net-zero carbon emissions by 2050.
It was published as the European Parliament called for a 60 per cent emissions cut in the next 10 years alone.
