Eighty years before Prime Minister Narendra Modi promised a Naya Kashmir, the National Conference released a manifesto using the same words, with the same promises. But instead of ushering in an earthly paradise, Naya Kashmir ushered in an authoritarian and corrupt state. That empowered secessionism and jihadism. To rebuild its legitimacy, New Delhi needs to ensure genuine democracy.
