San Juan County Treasurer Mark Duncan talks about a new feature the  county is able to offer property owners:  Splitting up their annual property tax bills into 10 payments instead of just 2.  Duncan says new software in the Treasurer's Office means he and his staff will be able to divide property tax payments.  Also discussed, Duncan's other job as the mayor of Kirtland and some of the projects he hopes to accomplish.
