Police are asking for the public’s help in locating 45-year-old Shandon Anselm, also known as “Bubbles,” on St. Thomas. The British Virgin Islands Postal Service has suspended all package shipments to the United States and its territories due to a new U.S. executive order eliminating the duty-free exemption for low-value imports; letters and documents will still be accepted.
