Communist China has just issued a new “Military Strategy” that officially and publicly confirms what astute observers have long believed: The Chinese have the intention, and are acquiring the means, to be a global superpower.

For this purpose, they have adopted a war-footing: building sixty warships a year; fielding advanced nuclear and other weapon systems designed to defeat ours; creating fortified islands to enforce their declared sovereignty over much of the Western Pacific; and deploying a host of capabilities to assure their domination of the strategic high-ground of space.

Add in a Chinese leadership willing to manufacture external threats to justify repression at home and that judges the Obama administration as weak and irresolute and voila: You get provocations, aggression and miscalculations that can lead to war.
