On September 10, India's external affairs minister S Jaishankar held talks with his Chinese counterpart Wang Yi in Moscow, a meeting which was facilitated by the Russians. On the same day in Washington DC, Maldives defence minister Mariya Didi and the US pointperson in the Pentagon for South Asia signed a defence agreement, to fund train and expand America's presence in the Indian Ocean.
