President Obama wants Chuck Hagel as the next Defense Secretary. One reason: the former Nebraska Senator wants to cut even more from the Pentagon budget than Mr. Obama has publicly advocated to date.

The Joint Chiefs of Staff are evidently so alarmed at the impact of the cuts now in prospect that they have issued a written warning to Congress. They said the United States military was reaching the “tipping point” that would produce a “hollow force.” Civilian control of the U.S. armed forces is an important and time-honored principle in this country. If Senators give Chuck Hagel that control, though, they will assure the hollowing out of our military.
