Smart on Crime

Kamala Harris may be the next Attorney General of the state of California. She is currently the District Attorney of San Francisco and named by Newsweek one of the "20 Most Powerful Women in America."  In her new book Smart on Crime she argues that our current system for fighting crime and protecting the public is simply not working.  We spend $200 billion annually fighting crime and there are over two million people currently incarcerated in America.  Are we getting value for our dollars?
