HOWEVER there's a lot of plot contrivances in order to make the plot happen that don't make any sense. Most prominent is the fact that because Quark runs his bar on a Bajoran space station administered by Starfleet, he never should have been allowed to abuse his employees in the first place, and even if he did he should have ben shut down instantly.
