DOES MADISON HAVE MORE PEDO’s THAN OTHER AREAS, OR JUST MORE ARREST?

Discussing the Britton Butler conviction and what seems to be like more pedophiles in areas like Madison vs. Jackson, it begs the question if Madison has more pedo's or just more aggressive law enforcement because it's not tolerated like it is in Jackson?
