For most of recorded history, world leaders rarely met face-to-face, because of distance and circumstances. Ever since the summit between French emperor Napoléan Bonparte and Russian Tsar Alexander I in 1807, though, they’ve become an ever-bigger part of global democracy. Leaders like to think they can fix intractable issues with a hug or a handshake, but the reality is few summits achieve much.
