The Internet was down for a time yesterday in North Korea. Most of the long-suffering people of that gulag nation didn’t notice. The Internet is never on for them.

By today, however, the country’s elite have had their access to the World Wide Web restored. The Obama administration uncharacteristically has not taken credit for yesterday’s disruption of service. But its fleeting and seemingly inconsequential nature sounds like the kind of “proportional” response President Obama promised in the aftermath of North Korea’s cyber attack on Sony Pictures.

An even more problematic response is Team Obama’s notion that China is likely to help rein in Kim Jong-Un’s cyberwarfare. Fat chance: The Sony operation could not have been performed without Chinese acquiescence, if not actual support. Beijing is part of the problem, not the solution.
