Former IAS officer Tejendra Khanna had two stints as Lieutenant Governor of Delhi. He tells ThePrint's Jyoti Malhotra that there is enough police force in Delhi to ensure that the riots in North-East were completely preventable and that one reason they were allowed to snowball is because the police often waits for cues higher up in the hierarchy before acting according to the law.
