And they put him on "trail", and they keep uses the language of a trial such as "lawyers", "judges", "winning cases", but the universal translator must be malfunctioning because this clearly isn't a trial, it's a propaganda show piece. And frankly this episode is boring, it tries to use dark humor that I don't find funny, and it's the beginning of the whole "O'Brien must suffer" trope which frankly I find to be lazy writing.
