End of Late State Budgets?

For the second year in a row New York has an on-time state budget. Is this the end of late state budgets of the past? We sit down at our Reporters Roundtable to discuss the dynamic between Gov. Cuomo and the legislature and the affect it has on the governor's ability to get things accomplished. We also analyze the items included in the budget as well as what may be negotiated later in the year.
