Like the British colonial police force, modern India’s intelligence services operate with no legal regulation or democratic oversight. That has led to a succession of scandals over the years, with India’s spies standing accused of illegal espionage conducted at the behest of the political leadership. This is a real threat to democracy, which the country needs to address.
