Even though despatching battleships into the Red Sea might seem to offer a quick fix to terrorist attacks on international shipping, centuries of experience teaches us this just doesn’t work. Failed states like Yemen and Sudan need patient state-building efforts, without which the next crisis will always be just around the corner.
