《风情不摇晃》被批没底线，法律上如何追责？

日前小说《风情不摇晃》被四川戒毒点名批评没有底线，主要是其将毒贩作为男主创作，尽管最后女主击毙男主，但就我理解其中的描写和情绪表达显然与其他优秀禁毒题材作品存在差异，而其社会传播效果也让人担忧。目前新闻出版机构已经启动行政执法，不过追究刑事责任尚缺乏条件，未来有待官方通报确认。
