苏州清华生举报事件，法律上存在哪些可能？举报者或仍存风险

日前苏州马某公开举报领导祝某的事件得到了官方通报，对其部分举报内容确认并对祝某停职，但同时也用更多篇幅论证其举报有部分不实，对于这件事怎么看？聊聊我的看法供参考。
