Thesis title: Targeting Safeguarding Priorities with the Cambridge Crime Harm Index: Comparing Three Models to Professional Judgement
Acting Detective Sergeant Noel Simmonds completed a Batchelor’s degree in English and a Master’s in Archaeology at the University of Southampton, both focussing on the impact of language and artefacts on social values and concepts. He studied leadership at the Royal Military Academy Sandhurst; and innovation, computer science, and behavioural economics through distance learning courses provided by universities including MIT and Vanderbilt Business School. His use of Visual Basic subroutines to enhance tactical ANPR capabilities for Surrey and Sussex Police was a factor in being selected for the Police Executive Programme at Cambridge University where he used similar subroutines to analyse 78,469 Safeguarding offences to identify which factors indicate an increased risk of high-harm reoffending within 12 months.
