Die Bundeswehr plant anscheinend weitgehende Einschränkungen der Bürgerrechte, auch ohne offizielle Ausrufung des Notstands. Die Grundlage für die Maßnahmen bildet der sogenannte Operationsplan Deutschland, der das Land in ein Aufmarschgebiet und Militärlazarett verwandelt.
