When disaster or tragedy strikes, the natural, human reaction is to help—no questions asked, no means tests, no prequalifiers. The only concern is helping to improve or solve a dire situation as quickly as possible so that those affected can resume a somewhat normal life.
That’s not what we’re seeing in Puerto Rico and the U.S. Virgin Islands, U.S. territories torn to shreds and left practically inoperable by Hurricane Maria. They are not the only islands ravaged by the hurricane, but as U.S. territories they surely should be assured of the help they need by now.
