Does God Test People With Suffering?

My brethren, count it all joy when you fall into various trials, knowing that the testing of your faith produces patience. (James 1:2-3)

Some people stop at verse 3 and say - “See, God is testing me with this trial”. But is God the One who is doing the testing? They should have read a little farther to verse 13 for clarification. Let no one say when he is tempted, "I am tempted by God"; for God cannot be tempted by evil, nor does He Himself tempt anyone.
