In the Headlee lawsuit brought against the State by Taxpayers for Michigan Constitutional Government, the Michigan Court of Appeals ruled that the state has ignored its responsibility for reimbursing communities for mandates it has issued since 1979. In another case brought against the city of Troy, the Michigan Supreme Court ruled that building inspection fees must reasonably relate to the costs of services provided by a municipality's building department.
